The Goods and Services Tax Network (GSTN) has issued an advance advisory regarding the use of emSigner Version 3.3 for taxpayers and tax officers who use Digital Signature Certificates (DSCs) on the GST Portal.

The new emSigner Version 3.3 is being introduced to provide compatibility with new USB DSC tokens issued on or after 21 September 2026.

What is changing?

From 21 September 2026, newly issued or renewed DSCs that are provided through new USB dongles will require emSigner Version 3.3 for signing on the GST Portal.

However, users whose existing DSC tokens are already working normally do not need to upgrade immediately.

Existing DSC users

If your existing DSC and USB token are working properly as of 21 September 2026, you can continue using your current version of emSigner.

You should upgrade to emSigner Version 3.3 if:

  • Your GST Portal signing attempt fails.
  • Your DSC certificate does not appear for selection.
  • Your token drivers are correctly installed but the DSC is still not detected.

emSigner Version 3.3 is backward compatible, meaning it can also support existing DSC tokens.

Users with newly issued DSC tokens

If you receive a new USB DSC token on or after 21 September 2026, you will need to upgrade to emSigner Version 3.3.

This applies when:

  • A new DSC and USB token are issued.
  • An existing DSC is renewed using a new USB token.
  • A new certificate is downloaded onto a newly issued dongle.

Older versions of emSigner will not work with such new DSC dongles.

  8. Log in to the GST Portal and verify that your DSC is detected and available for signing.

What about existing DSCs?

The GSTN advisory also clarifies that existing valid DSCs downloaded onto FIPS 140-2 compliant dongles on or before 21 September 2026 can continue to be used until the DSC expires.

The transition date does not automatically invalidate existing DSCs.

For subsequent renewals or fresh issuance, DSCs will generally require FIPS 140-3 compliant dongles, subject to the exceptions specified by the Controller of Certifying Authorities (CCA).

For more information, users can refer to the CCA's advisory on migration from FIPS 140-2 to FIPS 140-3:

What should GST users do now?

If your existing DSC is working normally, no immediate action is required.

However, if you are receiving a new DSC token or renewing your DSC with a new USB dongle on or after 21 September 2026, make sure that emSigner Version 3.3 is installed before attempting DSC-based signing on the GST Portal.

Keeping the correct emSigner version and token drivers installed can help avoid DSC detection and signing issues during GST compliance activities.
